Goals and Expected Results

Goals of the information system are:

1. Management of all kinds of records through Registry Module and so:

• Case tracking records in all departments and offices starting from reception department, delivery through departments and judicial head office to department for mail expedition.

• Statistic records and other reports

2. Management of the cases that are of great importance for the Court:

• Scan of the entry documents related to case and its permanent keeping on the server.

• Merge of the certain judicial decision in electronic form with the case, with possibility of searching on different levels.

This functionalities are built in WEB module for Case Management which is integrated with Registry module.

3. Standard data exchange between JUSTIS CMS and higher and lower courts applications.
This functionality is possible to get with standard XML file exchange, when mentioned standards are set within entire judicial system.

The standard JUSTIS IS satisfy following requirements:

• Data access to all authorized personnel with limited access

• Compatibility with others information systems which are of great importance to the Courts.

• Possibility of controlled and limited access to some system module for “third party”.

• Scalability of the system – enable its growth together with future increasing of the demands toward system

• Utilization of the licensed software and hardware of the latest generation.

Implementation of this information system will significantly reduce the costs and time starting from case delivery in the Court until outputting the case in procedure. Great savings in time and personnel will be gained during making statistic reports and reports related to some case process and its current status.

Managing working process of the Court through information system, instead of former manual management, with very little judicial department reform will disable many irregularities in judicial proceedings and important data abuse.

Technical Characteristics
of the System

IS of Appellation Courts and High Courts of the Republic of Serbia is based on latest software technologies:

1. Data base is based on Microsoft SQL-server 2005. It is possible to use all versions of this system for data base management including Express Edition.

Once developed and installed system on SQL server 2005, later is very simply for maintaining, even without presence of highly trained personnel, while enormous data base satisfies all needs of Courts.

System is developed within Microsoft .NET technology

Hardware and Software requirements:
 

1. Database Server on Windows Sever platform.

2. Working stations under Windows XP, Windows Vista, Windows 7, Operational Systems.

PROJECT HISTORY

• System for Case Management has been implemented in Supreme Court of the Republic of Serbia in 2002. Since that moment more than 150.000 court cases have been registered. Since January 2010 it has been adapted to judicial reform in the Republic of Serbia, implemented and successfully in use in Supreme Court of Cassation in Belgrade, Appellative Courts in Belgrade, Niš, Novi Sad and Kragujevac and Administrative Court in Belgrade. Ready for quick implementation, training and use in High Courts.

• Project expanded in the purpose of daily functionality of the District Court and implemented in Valjevo in 2008. Supplemented in January 2010 for the High Courts IS.

• Project expanded in the purpose of daily functionality of the Municipal Court in 2009 and implemented in Lajkovac. Ready for immediately implementation in the Municipal Courts.
